The following provisions do not apply to a recognised news publisher—

The following provisions do not apply to a person who is not a recognised news publisher, where the foreign influence arrangement in question is a news-related foreign influence arrangement—

A “news-related foreign influence arrangement” is a foreign influence arrangement made between a person and a foreign power who is a recognised news publisher where the purpose, or one of the purposes, of the arrangement is the publication of news-related material.

In this paragraph “”, “publish”, and “recognised news publisher” have the meaning given by paragraph 5.
