The Welsh Ministers make the following Regulations in exercise of the powers conferred upon them by section 78 of the Coronavirus Act 2020 M1, sections 20 and 190 of the Local Government and Housing Act 1989 M2, and sections 22 M3 and 105 of the Local Government Act 2000 M4.
