The Welsh Ministers make these Regulations in exercise of the powers conferred by sections 9(1)(a), 140(7) and (8) and 142(5) of the Adoption and Children Act 20021 and sections 87 and 196(2) of the Social Services and Well-being (Wales) Act 20142.
