PART 1General
Interpretation2.
In these Regulations—
“the 1980 Act” means the Highways Act 19802;
“the 1985 Act” means the Housing Act 19853;
“the 1989 Act” means the Local Government and Housing Act 19894;
“the 1990 Act” means the Town and Country Planning Act 19905;
“the 2000 Act” means the Transport Act 20006;
“the 2003 Act” means the Local Government Act 20037;
“the 2004 Act” means the Traffic Management Act 20048;
“the 2008 Act” means the Housing and Regeneration Act 20089;
“the 2011 Act” means the Localism Act 201110;
“the 2023 Act” means the Levelling-up and Regeneration Act 202311;
“the Area” means the area consisting of the areas of the constituent councils;
“Combined County Authority” means the Lancashire Combined County Authority as constituted by regulation 3;
“constituent councils” means the councils for the local government areas12 of Lancashire, Blackpool and Blackburn with Darwen;
“district councils” means Burnley Borough Council, Chorley Borough Council, Fylde Borough Council, Hyndburn Borough Council, Lancaster City Council, Pendle Borough Council, Preston City Council, Ribble Valley Borough Council, Rossendale Borough Council, South Ribble Borough Council, West Lancashire Borough Council and Wyre Borough Council;
“the HCA” has the meaning given in regulation 5(1);
“highway authority” and “local highway authority” have the same meaning as in sections 1 to 3 and 329(1) of the 1980 Act13;
“the transition period” means the period beginning with the day on which these Regulations come into force and ending with 31st March 2026.
