Explanatory Note
(This note is not part of the Regulations)

These Regulations are the third commencement regulations made under the Economic Crime and Corporate Transparency Act 2023 (c. 56). Regulation 2 brings measures relating to civil recovery of cryptoassets, which are already in force in England and Wales and Northern Ireland but only partially in force in Scotland, fully into force on 7th November 2024. Regulation 3 brings measures creating a new offence of failing to prevent fraud fully into force in all of the United Kingdom on 1st September 2025.
