The IBCA is to consist of—
a
a Chair (who is to be a non-executive member),
b
at least 3, but not more than 6, other non-executive members,
c
a chief executive, and
d
at least 2, but not more than 5, other executive members.

A person exercising a power of appointment in accordance with those paragraphs must when doing so ensure, so far as practicable, that the number of non-executive members is at all times greater than the number of executive members.
