The Department of Health, in exercise of the powers conferred by Article 10(1) of the Adoption (Northern Ireland) Order 1987 M1, Articles 27(2)(a), 27(5), 28(1) and (3), 34F, 45(1), (2) and (5), 75(2), (4) and (5), 77(3), 89(1), 105(1) and (2)(l) of, and paragraph 6(2) of Schedule 5 to, the Children (Northern Ireland) Order 1995 M2 and Article 23(2)(d) and (f) and (5)(a) of the Health and Personal Social Services (Quality, Improvement and Regulation) (Northern Ireland) Order 2003 M3 makes the following Regulations.
